    phylink: ensure we take the link down when phylink_stop() is called

to the 4.14-stable tree which can be found at:

The filename of the patch is:

and it can be found in the queue-4.14 subdirectory.

Ensure that we tell the MAC to take the link down when phylink_stop()
is called, and that this completes prior to phylink_stop() returns.
