The patch below does not apply to the 5.10-stable tree.
If someone wants it applied there, or to any other stable or longterm
tree, then please email the backport, including the original git commit

state
Similar to what fixed in Commit a6fe37f428c1 ("usb: typec: tcpm: Skip
hard reset when in error recovery"), the handling of the received Hard
Reset has to be skipped during TOGGLING state.
