We are not setting the no_new_privs flag in this test, as we do in the
others.

no_new_privs or CAP_SYS_ADMIN are required in the implementation, even
when ruleset_fd == -1 and passing
LANDLOCK_RESTRICT_SELF_LOG_SUBDOMAINS_OFF.
