[U-Boot] [RFC V2 PATCH 2/3] block: add Kconfig options for [CMD_]BLOCK_CACHE

Allow the selection of CONFIG_BLOCK_CACHE, CONFIG_CMD_BLOCK_CACHE
using menuconfig.
