[U-Boot] [PATCH] usb: host: Move CONFIG_USB_MAX_CONTROLLER_COUNT to non-dm

CONFIG_USB_MAX_CONTROLLER_COUNT not used in DM_USB, hence moved
to non-dm from global area.
