It turns out if you define CONFIG_SERIAL_SOFTWARE_FIFO that
the call to serial_buffered_init() is lib_ppc/board.c, even
though the implementation is compiled out elsewhere. The
following batch fixes this case, assuming I understand
the situation correctly. This matches the useage of the
macro in the cpu/ppc4xx/serial.c file.
* Don't call serial_buffered_init() is CONFIG_SERIAL_SOFTWARE_FIFO
