You should use git to download he latest version. But it's also possible to 
download a snapshort via the gitweb interface:

http://www.denx.de/cgi-bin/gitweb.cgi?p=u-boot.git;a=snapshot;h=9a337ddc154a10a26f117fd147b009abcdeba75a;sf=tgz

This should give you rev. 1.3.0.
