I need to make U-Boot on Windows, is that possible? and if yes how can I do
that?

in theory it should be possible, but I guess the pain is depending on
the target you wish to build U-Boot for.

You have to have a working cross-toolchain, which seems to be quite difficult
in cygwin (I have no experience with plain windows here).
IMHO the easiest solution is to install coLinux under windows and then install
a pre-compiled toolchain (e.g. from uClinux.org) under coLinux.

just try to download the kagel crosstool. It build crosstoolchain for 
windows using
cygwin. I prefer the coLinux solution under windows, but ...

Lately I was not able to get a working toolchain with crosstool
for my PPC440GX at home, so this seems to have some problems,
too...

Another thing I just found while looking for a Linux binary
toolchain:
Ronetix does provide binary packages of toolchains for
different targets - they might be worth a try.

the Blackfin ones they just copy from us ;)
