I > see other platforms doing the same thing, ie. zynq, sunxi. CONFIG_SPL_TEXT_BASE is what specifies the address to which the SPL is linked. This is the address where the BootROM should place the SPL and jump to it's first instruction. I don't think you explicitly need to hack linker scripts to add this section. btw.
