[U-Boot] [PATCH v4 09/17] clk: sunxi: a23: Add CLK support for A33

A33 has separate clock driver in Linux because of
few clock differences wrt to A23 like audio etc,.
these may not useful for U-Boot so added a33 ccu
compatible on existing a23 clock driver.
