[PATCH] armv8: apple: Disable PSCI reset

[Mark Kettenis]

Apple's ARMv8 cores don't implement EL3 and therefore don't
provide a PSCI implementation.  So don't attempt to use
PSCI to reset on machines using Apple SoCs.
