It would be logically better to call pkg-config for each library, that is,

   HOSTLDLIBS_mkeficapsule += \
   	$(shell pkg-config --libs gnutls 2> /dev/null || echo " -lgnutls")
   HOSTLDLIBS_mkeficapsule += \
   	$(shell pkg-config --libs uuid 2> /dev/null || echo " -luuid")
