The QEMU ARM SBSA virtual platform is 64-bit, so rename its defconfig
to include 'arm64' for clarity.

CI requires the matching u-boot-test-hooks renames from series 530221:

The CI runner image must also be rebuilt from this series so that TF-A
is available in /opt/tf-a/qemu-arm64_fw_handoff_tfa_optee.
