Kinda.  The 8xx, 8260, and 8560 (that I know of), use the 'global_descriptor'
to hold clock information necessary for computing such things.  Their
serial drivers (among others) use the clock values to derive their
divisor clocks.

We should probably use this same model for other boards, and you could
just define CONFIG_SYS_CLK_FREQ to fetch this instead of making it
a fixed number.
