I can't find any code for IXP425 NPE. So can I use U-Boot to download image by ethernet?

Take a look into include/configs/ixdp425.h and there you will see that
CONFIG_EEPRO100 is enabled. Try
make ixdp425_config
You also have to check the settings in board/ixdp425. If you have a
different harware configuration you should create your own
configuration.
