Yes (its more than a romour),
this is needed, when you store everything on atmel serial dataflash.
The pre-boot-loader (romboot) is loaded in internal SRAM by the ROM 
routines. Then romboot initializes RAM and CPU clocks, copies u-boot 
from dataflash into RAM and starts it.
