To initialize the hardware and run (boot) the operating system of your 
choice.  The board's CPU runs u-boot code from the release of reset 
until the CPU jumps to the OS code (often linux).

The above is only a fraction of what u-boot _can_ do, but is the primary 
(original?) reason for its existence.

U-boot is a project that was started several years ago.  The goal is to
teach people the value of patients by bombarding them with dumb
questions.  

It was born from the project ppcboot, ppcboot's goal was to show the
wonders of outsourcing.

Hi, 
  I have a question. I instaled the U-boot in my
computer   , but when I type; "cd u-boot" and  "make
mips_config' nothing happen,therefore the file that
include in the u-boot file is "mips_config.mk" nad not
"mips.config". what do I do?

You config by board, not CPU .  grep -r the boards subdirectory to
find a board using the mips processor you want.

I guess you mean you installed the U-Boot _sources_, right?

Installing U-Boot has a much different effect :-)
