You are right. This is mainly due to the new targets in rules.mk, commit
f456445f29d22bb31ad29fdf1d6b2769decd37a2:

I have a fix, but I discovered that I have to generate the asm-offsets.h
as first target, exactly as it is currently done for
generic-asm-offsets.h. I have a patch, and I will send soon. I am not
very happy with it, because to fix dependencies I always generate a
asm-offsets.h, even for boards that do not need it. Maybe someone can
show me a more elegant way to do the same thing ;-)
