Shouldn't that be CONFIG_ENV_VARS_UBOOT_CONFIG? That's what 
include/env_defaults.h uses to trigger defining $soc and $board. 
CONFIG_ENV_VARS_UBOOT_RUNTIME_CONFIG seems to be about setting 
board_name and board_rev according to README.
