What do I need to change to get the environment variables saved to and
loaded from eeprom on the I2C?

You must change the board configuration.

I understand that part of it. When I setup the board configuration file, I
get errors that it's missing eeprom_read, eeprom_write, and eeprom_probe.
There isn't an eeprom.c for the AT91RM9200DK. Where can I find it?
