This adds CPU offlining and PSCI v0.2 support. Changes since v1:
 - add AFFINITY_INFO support (mandatory for v0.2)
 - rebase over master
 - include "sunxi: Align PSCI stack calculation to comment" to provide
   the complete queue

See patches for further details.
