Subject: [PATCH] build-sys: link swapoff to libblkid

The swapoff utility seems to need linking with libblkid otherwise
this build error occurs:

$ git describe
v2.25-180-g29607ed
$ ./autogen.sh && ./configure --without-python  && make
[....]
