I can confirm this compiling a clean checkout with ./configure --with-slang with

merkaba:~> dpkg -l | grep blkid | cut -c1-70
ii  libblkid-dev:amd64                         2.25-6                 
ii  libblkid1:amd64                            2.25-6 

on Debian Sid.
