[virtio-dev] [RFC PATCH 5/5] virtio-pci: implement VIRTIO_F_QUEUE_STATE

This patch adds two new le16 fields to common configruation structure
to support VIRTIO_F_QUEUE_STATE in PCI tranport layer.
