We know that vb->num_pages is always multiples of
VIRTIO_BALLOON_PAGES_PER_PAGE.
Why not simply align target down?
target = ALIGN(num_pages, VIRTIO_BALLOON_PAGES_PER_PAGE);
return target - vb->num_pages;
