The cited standard seems to be a draft and as far as I can see has not been
approved yet[1]? And looking at the publication schedule it seems its publication
date is currently February 2018[2].
I also could not find any mention of this draft in both Bulgaria's
Communications Regulation Commission website, and the Bulgarian Institute for
Standartization's website.
Maybe it's a bit too early to merge this PR?
