[OSSTEST PATCH 09/33] standalone mode: Fix two SQL `TRUE's

SQL has no portable boolean true literal (really).  SQLite3 does not
understand `TRUE'.  Use `1=1' instead.

This means that mg-show-flight-runvars -a will work in standalone
mode.
