Logic on ARM was changed a bit.
Taking into account that we are here because we have the IOMMU
that doesn't share page table with the CPU and need_iommu flag is set
just call arch_iommu_populate_page_table() to allow unshared IOMMU
to allocate resources.
No functional change for x86 part.
