This patch adds XEN_DOMCTL_viommu_op hypercall. This hypercall
comprises two sub-commands:
- create(): create a vIOMMU in Xen, given viommu type, register-set
location and capabilities
- destroy(): destroy a vIOMMU specified by viommu_id
