Err, 'schedule_work' does not set data->rc to -EAGAIN. It happens
within xsplice_do_action:

 	data->rc = -EAGAIN;                                                 
        rc = schedule_work(data, action->cmd, action->timeout);  

(for either replace, revert, or apply).
