When running on PVH without PCI bus, the XenPlatformPei will set
PcdOvmfHostBridgePciDevId to XEN_PVH_PCI_HOST_BRIDGE_DEVICE_ID.

When running on PVH without PCI bus, the XenPlatformPei will set
