Which version of 2.6.32.16?  Is it most recent git?

This looks like a kernel issue rather than anything related to Xen itself.

Are there any messages on the Xen console?  Is this really only 16 
seconds into boot?  Has it tried to start any domUs at that point?

Can you post full boot logs?
