I've applied patches:
sched-separate-the-scheduler-entry-for-preemption.patch
sched-move-blk_schedule_flush_plug-out-of-__schedule.patch
block-shorten-interrupt-disabled-regions.patch

Unfortunately these patches don't help, the problem is still there.
