Is it deliberate that xen/arch/x86/setup.c:arch_get_xen_caps() still reports a
major number of 3?

Yes, it's a not-much used interface, since there are better ways to probe
for availability of specific new features, and keeping that string as-is
demonstrates we are backward-compatible for guests right back to use of
original 3.0.0 guest ABI.
