Is there a protocol followed to pull in specific patches
from xen-unstable to xen-testing tree?
Or does the xen-testing tree automatically switch to the
latest release? (i.e, by March 9th, xen-testing.hg would
move from 4.0.* have 4.1.0)

You ask on this mailing list for particular changesets to be cherry picked
out of xen-unstable into specified stable branches (4.0 or 4.1). You provide
a backported patch if the changeset cannot be trivially applied to the
stable branch.

Every xen stable branch has its own -testing tree. So there is actually no
tree called xen-testing. Xen-4.0-testing will remain, and a new
xen-4.1-testing tree will be created alongside.
