This seems less likely than the oxenstored issue I mentioned in the
"[xen-unstable test] 15452: regressions - FAIL" thread.
The xenstored things seems likely to be a bit intermittent, which
perhaps has confused the bisector.

Yes. It looks like I have messed up my osstest branches and
accidentally caused a version which uses oxenstored to be pushed
bypassing the push gate. I'm undoing this...

OK, but I think it is has also found an actual new bug in oxenstored
since I am fingering the XSA-38 changes in that thread...
