what version of gcc do Xen developers use for Xen? Is gcc 5.4 or 6.4 safe  
to use?

I think it's the other way around - if you find issues with any gcc
version new enough for the build process to not bail out, and which
aren't described anywhere already, point them out. (One example
of a possible but already spelled out issue is with gcc 4.5.x when it
comes to building xen.efi - see docs/misc/efi.markdown).
