WE have application servers in our wan. So, I want to
give mor bandwidth to the application server's URL's,
so that they are more accessable then anyother sites.

It is difficult to answer your question in the form you have asked it.
To those of us who frequent the list, it seems as though you are simply
asking "How do I use traffic control under Linux?". If that is, indeed
the question you are asking, then consider several starting points for
reading about traffic control under Linux: LARTC HOWTO [0], Stef Coene's
documentation [1], the LARTC FAQ [2], and my introduction to Linux traffic
control [3]. There are dozens of other links embedded in each of these
documents which can help you with particular applications of traffic
control under Linux.
If you are just starting out with traffic control under Linux, I strongly
recommend learning and using tcng from the beginning. The control
language offered by tcng (although technical) is much more like English or
human language than the more arcane tc syntax. Here are some starting
points for learning about tcng [4] [5]. (Lest there be any doubt, you
will need tc, from iproute2, as well as tcng.)
You'll still need to understand the traffic control system in order to
harness the power of Linux traffic control, so please realize that there's
a bit of a learning curve to climb before you can make use of bandwidth
shaping, sharing and/or prioritization.
Judging from the framing of your question, you wish to reserve some amount
of bandwidth for a particular network application on a particular host.
I'll recommend using HTB, and you'll get quite a bit of support from this
list about HTB if you have more specific questions.

So as I see you want to give priority to your own server.
this is most simple case, and you should simply read tc manual,
and give priority to that server ip address.
another way is to use prio shaper on your router, then mark packets on
desired servers with aproriate TOS,
this way is better if you have more than one server.
htis way is simpler than using htb with filters all you need is to atach
prio to the output interface
and use iptables for on your derired server to mark packet's tos field as
high priority(real time)

Speaking of TCNG, I read through the various guides and I still can't figure
out how I am supposed to be using tcsim. While I can get it to output
information and graph it, the output does not mean anything to me. I was
expecting output similar to what appears on the HTB author's Web site, since
that means a lot more to me.
What is tcsim telling me exactly?
