Currently, should a backend device domain reboot, the domain comes up
fine with the exception of the vif's that were in it prior to the
reboot. Isn't there someway that these can be recreated automatically
for a backend device domain by xend, or something?

Yep, this should happen, and used to with the old tools.
It's a shame the current xend doesn't support this, but most of the
effort has been put into 'standard' everything-in-domain0
configurations. It would be good to see this fixed, as I think driver
domains can be very useful.
