This is on a Tyan 2462 SMP, doesn't seem to bother anything from what I
can tell. Seen this with the last few changesets.
(XEN) (file=irq.c, line=224) Cannot bind IRQ 4 to guest. In use by
'ns16550'.

These messages are expected, and have come out ever since we enabled
verbose=y as the default (several months).
Both irqs are in use by Xen, so the guest is not allowed to bind to
them.
