patches ... submit to mailing list or bug tracker ?

just wondering how i should be submitting patches ... for example, these two

Fixes should be submitted to the mailing list, not the bug tracker.
Provide Signed-Off-By line and reference the bug ID# in the patch
description.

ok, i'll resubmit those two to the list ... seems that as reporter of the bugs 
though, i dont have privileges to close them ...
