[PATCH/resend] Add color.ui variable which globally enables colorization if set

This patch introduces the color.ui variable which globally enables colorization.
More specific colorization variables like color.branch, color.diff etc. take
precedence.

color.ui is not respected by git add --interactive and git svn yet.
