[PATCH OSSTEST] README.dev: Updates to commissioning process

[Ian Campbell]

- mkpxedir requires the resource to be allocated
- mention the need to bless the hosts for comissioning run, and to add
  proper blessings afterwards.
- run mg-execute-flight in screen
