[PATCH] powerpc: Add PVR for POWER8NVL processor

There's a new variant of POWER8 coming called "POWER8 with NVLink". The
core is identical to POWER8 but unfortunately they strapped it with a
different PVR, so we need to add an explicit entry for it.
