Fix this error when compiling with CONFIG_SMP=n and
CONFIG_DYNAMIC_DEBUG=y:

drivers/s390/char/sclp_early.c:87:19: error: 'EBUSY' undeclared (first use in this function)
   } while (rc == -EBUSY);
                   ^
