[LARTC] using tc as a function call

i wrote a C++ program that executes "tc" using the
std::system call. this fairly reduces the performance
if many tc calls are required. 
i want to be able to rename tc's main function to
tc_main and pass argv and argc. has someone done
something like this? please let me know how i can
compile for netem.
