Do you have tftp installed and working? It usually runs via inetd. Here's what 
I have in /etc/inetd.conf on my Debian box,

tftp  dgram  udp  wait  nobody  /usr/sbin/tcpd  /usr/sbin/in.tftpd /boot 
/tftpboot
