I looked over the spam sent to this list and found an ad for a
foreign-language school. The message is written in AFAICT perfectly readable
Russian with some English thrown in, but the subject is the above jumble of
mixed-case letters. What does the subject mean?

Probably 8859-1 or -whatever-is-cyrillic chars with the high order bit set
and then smashed off to 7bit..

Neither ISO-8859 nor KOI would produce a mishmash of case. One would produce
inverted case, and one would produce readable text.

My guess is that it's just a collection of garbled letters to let it get
past spam filters. A lot of spam filters do filtering based on the
subject line. Make the subject gibberish, and you stand a good chance of
getting past the spam filter.

They even spam by phone nowadays. Don't know if I sent this before.
I wasn't available so my answering machine collected something like [1]:
"You have been registered to our <important> phone numbers register.
If you want to update your account just dial the phone number
following -- and if you don't want this special service just call
xxx-xxxx-xxxxxxx or type x on your phone. <long pause>
This service costs 1,8x¤ at least."
(Mmmh. Service - or call? What service I never applied for???)
As my phone company even supplied/s an ISDN based direct dial-through
from the answering machine speech<->telephone, I consider this more
dangerous or annoying than any kind of spam. As it costs REAL money.
Is this way usual now?

Makes no sence to me too. Just a bunch of mixedcase letters.
Adding 8th bit to those does not help too.
