Short of adding hooks to call BIOS, I don't see any "clean" way
to deal with this.  I gather BIOS is the only code that knows the
IRQ routing info.  If the IRQ routing info is advertised elsewhere
by the BIOS/EFI, we could add code to (eg) yenta_socket to look for it.
