Is this a bug in netlink or what?  Who should I report this to?

Can you reproduce it? Can you try with latest bk snapshot? if the
problem still exists write to netdev@oss.sgi.com.

Consistently with 2.6.4 and 2.6.6 with the linked tc-graph.pl script.

I'll try with -bk.

The problem is resolved in 2.6.9-rc2-bk15.  But now I forget why I wanted to 
run this script in the first place... ;)
